The pictures made me think of an old Man from U.N.C.L.E. episode where the bad guys developed this foam that dissolved people. It scared the bejesus out of me when I was 11 or so.

My dad grew up all over, but he spent a lot of time as a kid near Washington D.C. He said that despite the guards, a bunch of kids would always manage to pour soap into some central fountain in the city and flood the area with foam. It made him smile every time.

Someone does that to a fountain on the downtown side of the Hennepin Avenue Bridge sometimes, too. I used to see it on my way to work.
